Product appraisal certificate refers to the appraisal organization unit designated by the quality and technical supervision administrative department at or above the provincial level, which organizes experts to conduct inspection, analysis, and judgment on products with quality disputes according to the applicant's entrusted requirements, and issues a quality appraisal report certificate.
Identification has the following characteristics:
1. Only provincial and national quality and technical supervision administrative departments can accept quality appraisal applications; Quality appraisal shall be organized and implemented by the appraisal organization unit designated by the above-mentioned quality and technical supervision administrative department.
2. For disputed products, quality appraisal is not applicable if there is no disputed product quality appraisal.
3. The product condition of quality appraisal is mostly products that have been worn, damaged, or lost in use. Therefore, comparing the internal quality condition of the appraisal product with the requirements of the contract or product standard cannot explain the reason or cause of the product quality problem. Therefore, product quality appraisal is a "diagnostic" work for product quality problems, which is different from arbitration inspection.
4. The technical work of quality appraisal is carried out by technical experts organized by the quality appraisal organization unit. The expert group investigates, analyzes, and judges the product, and issues a quality appraisal report.
